Dear Sir:

On July 3, 1986 NRC/ Region II issued a Confirmation of Action Letter concerning the transient which occurred at Catawba Unit 2 on June 27, 1986, during the Loss of Control Room Test. One of the requirements was to develop a detailed schedule for accelerated implementation of Human Engineering Deficiencies (HED's) identified in NSM-CN-20227.

Our letter of July 30, 1986, identified the remaining components of NSM-CN-20227 with a scheduled date of January 2, 1987 for the release of design information.

New schedules provide for a design release date by May 4, 1987. As stated in our letter of July 30, 1986, and our response of December 12, 1986 to the Proposed Civil Penalty EA 86-147, the completion of this NSM could follow in the event of an outage of sufficient duration prior to the first refueling outage. In any event, all HED's are required to be corrected prior to restart from the first refueling outage in accordance with License Condition 7 of Facility Operating License NPF-52.
