Gentlemen:

1 SUBJECT: NRC INSPECTION REPORT NOS. 50-327/86-32 AND 50-328/86-32

This refers to the Nuclear Regulatory Commission (NRC) inspections conducted by

S. D. Stadler on May 19-23, 1986, and by W. K. Poertner on July 7-11, 1986. The

inspections included a review of activities authorized for your Sequoyah facility.

At the conclusion of the inspections, the findings were discussed with those

members of your staff identified in the enclosed inspection report.

NRC concerns relative to the inspection findings were discussed by J. N. Grace,

Regional Administrator, NRC, Region II, with C. C. Mason, Deputy Manager Nuclear

Power, TVA, in an enforcement conference held on August 25, 1986.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities violated NRC

requirements. The violation described in the enclosed inspection report is

under consideration for escalated enforcement action. Accordingly, a Notice of

Violation is not being issued at this time. No response to this letter is

required. However, please be advised that the number and characteristics of

violation described in the enclosed report may change as a result of further

NRC review. You will be advised by separate correspondence of the results of our

deliberations on this matter.

Your attention is invited to unresolved items identified in the inspection

report. These matters will be pursued during future inspections.

The enclosed Inspection Report documents an oral commitment made during the

June 23,1986 conference call (see page 28) regarding legibility of Piping and

Instrument Diagrams. If your understanding of this commitment differs from the

report statements, please inform this office promptly.
