SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE REPORT NOS. 50-424/86-85
AND 50-425/86-42
The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed
a special assessment of your Vogtle facility in anticipation of your receipt of
an Operating License for Unit 1.
The facility was evaluated for the period of
July 1,
1985 through September 30, 1986.
The results of the assessment are
documented in the enclosed SALP Board Report. The report will be discussed with
you at the Region II office on December 19, 1986, at 1:00 p.m.

The performance of your Vogtle facility was evaluated in the following functional
areas for Units 1 and 2 construction activities: soils and foundations; contain-
ment, safety related structures and major steel supports; piping systems and
supports; auxiliary systems; electrical equipment and cables; instrumentation;
quality programs and administrative controls affecting quality; licensing;
independent design review; and, Drug and Alcohol Abuse Prevention Program and
Employee Concerns Program.
For Unit 1 operational activities, the following
functional areas were evaluated: preoperational testing; operational readiness;
maintenance; fire protection; emergency preparedness; security; quality programs
and administrative controls affecting quality; and training.
The overall performance of your Vogtle facility was satisfactory. Management
attention and involvement were evident in both construction and operating activi-
ties.
This was evidenced by the aggressiveness and initiative demonstrated
by your performance in the areas of Readiness Review, Employee Concerns, and Drug
and Alcohol Prevention Programs which were particularly noteworthy. Significant
strengths were identified in the construction areas of soils and foundations,

containment and safety related structures, instrumentation, quality programs and
,tuct administrative controls affecting quality, independent design review, and drug

were also identified in the preoperational testing and emergency preparedness
areas.

One major weakness was identified in the physical security area. This weakness

primarily involved incomplete design and installation of the physical security

system and was promulgated by the late date of completion of installation and

testing of the system.
