SUBJECT: NRC INSPECTION REPORT NOS. 50-327/86-26 AND 50-328/86-26

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

M. B. Shymlock on March 19 - May 30,1986.

The inspection included a review of

activities authorized for your Sequoyah facility.

At the conclusion of the

inspection, the findings were discussed with those members of your ctaff

identified in the enclosed inspection report.

NRC concerns relative to the inspection findings were discussed by R. D. Walker,

Acting Deputy Regional Administrator, NRC, Region II, with C. C. Mason. Deputy

Manager, Nuclear Power, TVA, in an Enforcement Conference held on May 30, 1986.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The violations described in the enclosed Inspection Report and those in

Inspection Reports 50-327, 328/86-32 and 50-327, 328/86-44 are under

consideration for escalated enforcement action.

Accordingly, no Notice of

Violation is being issued at this time, and no response to this letter is

required.

However, please be advised that the number and characterization of

violations described in the enclosed Inspection Report may change as a result of

further NRC review.

You will be advised by separate correspondence of the

results of our deliberations on this matter.

Your attention is invited to the unresolved item identified in the inspection

report.

This matter will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
