Gentlemen:

SUBJECT: NRC INSPECTION REPORT h0S. 50-327/86-54 AND 50-328/86-54

This refers to the Nuclear' Regulatory Commission (NRC) inspection conducted by

R. E. Weddington on October 6-10, 1986. The inspection included a review of

activities authorized for your Sequoyah facility related to health physics and

radiological control procedures. At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities violated NRC require-

ments. The violation discussed in Paragraph 6 of the enclosed inspection report

is an additional example of a violation identified during a Resident Inspector's

inspection conducted August 6 - September 5,1986. The correctiva actions for

this additional example should be included in your response to Inspection Report

No. 50-327/86-46 and 50-328/86-46.

Please note that Paragraph 13 of the enclosed inspection report describes items

requiring licensee action prior to restart.

The enclosed inspection report documents an oral commitment (see Paragraph 8)

made by a licensee representative and discussed in the exit interview. If your

understanding of this commitment differs from the report statements, please

inform this office promptly.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
