O June 16, 1987 Docket No.: 50-424 Mr. James P. O'Reilly Senior Vice President - Nuclear Operations Georgia Power Company P.O. Box 4545 Atlanta, Georgia 30302
Dear Mr. O'Reilly:
Subject:
Vogtle Unit 1 Operating History Since receiving its full-pcwer. license on March 16, 1987 Vogtle Unit I has experienced 19 reactor trips and numerous engineered safety features (ESF)
Both NRR and Region II have been observing the recent Vogtle actuations, operating history with increasing concern as evidenced by management meetings of April 28 and June 11, 1987, and the revised inspection program. However, while each of the meetings provided an assessment of individual events, en NRC concern still exists as to whether Georgia Power Company has taken a sufficiently broad view to assess the totality of the Vogtle Unit 1 events.. Accordingly, we are requesting a report which discusses an overall integrated evaluation of Such a report should include, but the trips, ESF actuations, and other events.
is not limited to, the role of the Independent Safety Engineering Group (ISEG) or other similar interdisciplinary team and a discussion of potential organ-izational, interface, and interdisciplinary problems. This report should not focus on the specifics of events but rather should strive to uncover any under-lying commonality among events.
We request that this report be provided within 30 days of the date of this letter and that you be prepared to discuss your progress at the June 30 meeting at the site.
Sincerely,
/9 Steven. Varga, Director Division of Reactor Projects I/II Office of Nuclear Reactor Regulation cc: See next page DISTRIBUTIC A Gocket Ftte_ )
