ENCLOSURE
((0_TICE OF VIOLATION General Services Administration Non-licensee Franconia, VA During the Nuclear Regulatory Commission (NRC) inspections conducted -during August and September 1986, a violation of NRC requirements was identified. The violation involved a transfer of byproduct material to a non-licensee.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:
10'CFR 30.3 requires in part that no person shall receive, acquire, own, or possess byprod Jct material except as authorized in a specific license.
I Contrary to the above, GSA, Franconia, Virginia, received byproduct material from an NRC licensee on June 26, 1986 This is a Severity Level IV violation (Supplement VI).
Pursuant to the provisions of 10 CFR 2.201, General Services Administration is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply including (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the resp 6nse time.
Security or safeguards information should be submitted as an enclosure to-facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) '
