Dear Mr. Campbell:

.This is to respond to your letter dated November 24, 1986, wherein you requested relief.from requirements of IWB-2430(a) and IWB-2420(b) of ASME Boiler and Pressure Vessel Code,Section XI, 1980 Edition through Winter 1981 Addenda, Rules for Inservice Inspection of Nuclear Power Plant Components.

Your specific request was (1) to delay examination of a second reactor coolant pump (RCP) of Arkansas Nuclear One, Unit-1, until the next refueling outage and (2) not to perform successive inservice radiographic examinations of "A" RCP. During an inservice inspection of "A" RCP casing at the current refueling outage, you detected a relatively long flaw indication using conventional radiographic techniques. The Code requires, together with other requirements, a volumetric examination of another RCP during the current refueling outage and successive inservice volumetric examinations of "A" RCP casing.

The enclosed Safety Evaluation (SE) sets forth our findino with respect to our approval of the request for relief.

The relief is based upon our review of the information you submitted to support your determination that compliance with the ASME Code Inservice Inspection requirement would be impractical for your facility at this time and that the alternate examinations proposed for "A" RCP casings and the second pump ("B" PCP casing) and the recent analyses of "A" and "B" RCP casings and inspection of the "B" RCP casing will provide adequate assurance of the "A" and "B" pumps' structural integrity. We have determined that the examinations for which relief has been reauested and approved are impractical, the alternates to be performed at the next refueling outage on "B" RCP casing and successive examinations of "A" RCP casing and the analyses and inspections performed at this current refueling outage will provide adequate assurance of both rurus' structural integrity, and pursuant to 10 CFR Part 50.55a(g)(6)(1), that the granting of this relief is authorized by law and will not endanger life or l

2 property or the common defense and security and is otherwise in the public interest. In making this determination, we have given due consideration to the burden that could result if these requirements were imposed on your facility.

Please note that the enclosed Safety Evaluation addresses specific information which is to be reported to us no later than three months prior to the next examinations.
