Mr. Vincent S. Noonan, Project Director PWR Project Directorate #5 References (a) Construction Permit CPPR-135 and CPPR-136, Docket Nos.

50-443 and 50-444 (b) USNRC Letter dated May 20, 1986, "Seabrook Station Technical Specification Improvement Program",

T. M. Novak to R. J. IIarrison

Subject:

10CFR50.59 Evaluations Dear Sir to Reference (b) approved the removal of certain items from the Seabrook Station Technical Specifications and required that they be included in Chapter 16 of the PSAR.

Additionally, Enclosure 2 required that summaries of any changes to those items placed in Chapter 16 of the FSAR be reported to the NRC under the provisions of 10CFR50.59 on a quarterly basiu.

Additional discussions with the NRC Staff has determined that they would like N!!Y to report, on a quarterly basis, summaries of all changes made under the provisions of 10CFR50.59 for a period of 2 years. At the end of the 2 y :ar time frame, the Staff and NIIY would evaluate the need to continue the quarterly reporting activity or return to the yearly reporting requirement, as is the current practice, provided by ICCFR50.59. to Reference (b) also indicated that the Staff is considering a license condition that would establish the reporting interval as quarterly rathcr than annually as provided by 10CFR50.59.

It is our proposal that no licease condition be imposed regarding this matter, but rather, this letter be considered as our commitment to the NRC Staff to provide, on a qutrterly basis, sumnatles of all changes made under the provisions of 10CFF50.59 for a period of 2 years. These quarterly reports would be filed with the NPC within 60 days af ter the close of each reporting quar 3r.
