Gentlemen:

This refers to the inspection conducted by Mr. J. B. Baird of this' office and

other accompanying personnel during the period August 25-28, 1986, of

activities authorized by NRC Construction Permits CPPR-128 and CPPR-129.for the

South Texas Project, and to the discussion of our-findings with '

Mr. W. H. Kinsey and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included emergency preparedness program

development schedules and status for the emergency organization, training,

emergency facilities and equipment, procedures, notification and

communications, and coordination with offsite groups. Within these areas, the

inspection consisted of selective examination of representative schedules,

interviews with personnel, and observations by the inspectors.

The inspection

findings are documented in the enclosed report.

Within the scope of the inspection, no violations or deviations were

identified.
