Subject:
Veritrak/Tobar Transmitters Dear Sir Reference (b) reported, to NRC Region I, a 10CFR50.55 (e) deficiency regarding calibration shifts in veritrak Group A transmitters resulting from variances in ambient temperature. These ambient temperature compensation shif ts could create a condition where the allowable value limit of the Seabrook Station Technical Specifications could be exceeded.
Westinghouse has completed an initial testing phase for the Group A transmitters. This testing effort failed to produce an identifiable root cause for the setpoint drift and destructive examination testing is currently underway to identify the root cause failure mechanism. As a result of the above testing effort, Westinghouse has developed a new bounding error limit for temperature compensation. Based on Westinghouse recommendations, new, more conservative, setpoints for steam generator low-low water level (17.0% to 21.6%) and low pressurizer pressure safety injection (1850 psig to 1875 psig) will be implemented.
These new setpoint changes are temporary changes only. The values are more conservative than the current Technical Specifications setpoint values and as such will not require a change to the Seabrook Station Technical Specifications. Administrative controls will be implemented by initiating temporary procedure changes to incorporate the more conservative setpoint values into existing Seabrook Station calibration and testing procedures.
These temporary procedure changes will be incorporated in accordance with existing approved Seabrook Station procedures.
