This allegation is assianed to R. Mendez.
Memo from R. Gardner to C. Weil/R. Warnick: Allegation from CECO that certain LKC inspectors will attempt to discredit certain LKC managers.
This memo will be incorporated with file RIII-85-A-0072 and should be reviewed by R. Mendez. A new allegation number will not be assigned.
It is noted that complete allegation file packages are maintained in C. Weil's office.
Assigned inspectors should consult with C. Weil to ensure that all available information is used in reviewing these allegations.

An allegation was received on March 20, 1985 at 1:00 p.m.
The allegation was i
1 made by three L.K. Comstock (electrical Contractor), level II Q.C.
Inspectors. The ir.dividuals were Level II certified in welding, configuration, and concrete expansion anchors.
Level 11 certified in welding, configuration, terminations, and cable pulling.
Anonymous The three' individuals stated that the pressure on quality control inspectors to perform large quantities of electrical inspections is wqy out of hand and this over concern with production is affecting the motivation of the in-l spectors and their ability to identify all safety issues. They attribute this over emphasis on production instead of quality, to poor L.K. Comstock quality control management and Commonwealth Edison's drive to make their fuel load date. They feel that a continued quality control production push by L.K. Comstock management may necessitate a complete re-inspection effort.
Two of the individuals stated that they felt the NRC was spread too thin, and that because of this, the NRC has not been able to address this production emphasis and its affect on quality.

A second aspect alleged is that many new electrical ins.pectors are being qualified and certified in the areas of welding and configuration in one week. The three individuals felt that it was impossible in one week to be knowledgeable in all the detailed reference tables and drawings necessary to perform the inspections, and therefore, the quality of the inspections done by the one-week qualified inspectors was in question.
