SUBJECT:

TRIPREPORTFORVISITTOSHEFFIELDLLWSITEAUGbf58,M6 I visited the Sheffield Low-level Radioactive Waste Disposal Site on August 18, 1986. The purpose of this visit was to tour the site and to review monitoring data in preparation for a pre-hearing conference (held 19 Aug 86) and for future licensing activities. I was assisted in this effort by Mr. Mark Bowen, Site Manager, U.S. Ecology Inc. Enclosed is a brief handwritten note to Mr. Ecwen from myself documenting my activities. Also enclosed are detailed notes on my observations, which are summarized below.

I reviewed Trench Inspection reports for 1986 which are filed onsite by U.S.

Ecology Incorporated. Subsidence of trench covers has been less of a problem this year because of the relatively low precipitation according to site personnel. The amount of material used to fill holes appearing on the site has dropped over the last couple of years, except for about 200 cubic yards of soil which was used to increase the general elevation of a cover in one location.

The site surface is inspected every two weeks and after heavy precipitation.

The current license requires U.S. Ecology Incorporated to perform certain radiological analyses on groundwater samples. Samples are taken quarterly and analyzed for tritium, gross alpha, and gross beta. Gross alpha and beta are reported for dissolved and suspended phases. Concentrations are reported to be below the detection or reporting limits for most samples. Reported sample results for the wells used by U.S. Ecology Incarporated (the letter series wells) do not indicate the release of tritiun indicated by samples from other wells installed by the U.S. Geological Survey. This may be due to installation or construction differences. U.S. Ecology Incorporated is no longer analyzinp splits of the samples taken by the Illinois Department of Nuclear Safety. U.S.

Ecology Incorporated staff report that they have not done analyses for other radionuclides, such as Cs137 or C060, because the tritium, gross alpha, and gross beta data have not exceeded action levels established in the license.

These data have also been graphed by U.S. Ecology Incorporated personnel.

I toured the site and nearby locations for a total of about 3 hours3.472222e-5 days
8.333333e-4 hours
4.960317e-6 weeks
1.1415e-6 months
. Clover and alfalfa have appeared in addition to grasses and most areas have a good vegetative cover. The main erosion feature of the site surface is gully erosion. Gully erosion occurs on steep sicpes and in areas of concentrated

27-39/DG/06/86/08/21 surface runoff. The loess material at the site does not appear particularly resistant to such erosion. In an area previously stabilized with a geotextile material, the gullies have cut down thrcugh the geotextile in a couple of years. These gullies were up to 3 feet deep, although they were narrow (less than 5 feet wide). There was standing water in the najor drainage channel crossing the site which carries some runoff from the adjacent hazardous waste landfill. In addition, there was running water in the stream to the south of the site.

In summary, the site surface appears to be in relatively good condition ccmpared to previous years. The trench. inspection reports indicate reduced subsidence this year, probably due to decreased precipitation accordirg to site personnel. The grrur.cwater monitoring data taken by U.S. Ecology Incorporated do not indicate release of tritium or other constituents from the disposal units.
