SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT N0.138 TO FACILITY OPERATING LICENSE N0. DPR-49 IOWA ELECTRIC LIGHT AND POWER COMPANY CENTRAL IOWA POWER COOPERATIVE CORN BELT POWER COOPERATIVE DUANE ARNOLD ENERGY CENTER DOCKET N0. 50-331
1.0 INTRODUCTION
By letter dated December 6,1985, Iowa Electric Light and Power Company (the licensee) proposed to revise Technical Specification Tables 3.7-2 and 3.7-3 to include the containment isolation valves for the loop B jet pump sample line in the Post Accident Sampling System (PASS).
This sample line was added as part of the long-term modifications to the PASS. The loop B sample line is functionally identical to the loop A jet pump sample line whose containment isolation valves are listed in Tables 3.7-2 and 3.7-3 of the present Technical Specifications.
2.0 EVALUATION Modifications for loop B jet pump PASS sample line have added two new primary containment isolation valves to Duane Arnold Energy Center.
(Modifications were found acceptable in our Safety Evaluation dated June 11,1985). Compliance with the Commission regulations 10 CFR 50, Appendix J, requires that the new isolation valves be included in the Technical Specifications and be subject to Type C testing. Accordingly, the licensee has proposed to add the new valves to the Technical Specifi-cations Table 3.7-2 related to containment isolation valves subject to Type C Test Requirements, and Table 3.7-3 related to Primary Containment Power Operated Isolation Valves characteristics. Our evaluation finds that the incorporation of the new valves in the Technical Specifications meets the requirements of the Commission's regulations and is acceptable.
3.0 ENVIRONMENTAL CONSIDERATION
S This amendment changes a requirement with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in tte types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration and there has been no public comment on such finding.

- Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
4.0 CONCLUSION
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
