i Gentlement By letter dated April 7, 1987, Duke proposed a technical specification revision in support of the McGuire 2/ Cycle 4 reload. Contained therein were a Reload Safety

Evaluation (RSE) and a Peaking Factor Limit Report (PFLR).

As a result'of damage to fuel assembly P06, a core redesign was initiated. This re-analysis has resulted in revisions to the previously provided RSE and PFLR .

Accordingly, please find attached revised versions of these reports.

Please note that Duke has determined that the existing McGuire specifications as well as proposed revisions remain valid with the revised core design. Currently, criticality is planned for June 25, 1987.

PEAKING FACTOR LIMIT REPORT FOR MCGUIRE UNIT 2 CYCLE 4 j RAOC AND BASE LOAD OPERATION This Peaking Factor Limit Report is provided in accordance with l Paragraph 6.9.1.9 of the McGuire Unit 2 Technical Specifications. ]

The McGuire Unit 2 Cycle 4 elevation dependent U(z) values for RAOC 'f operation at beginning, middle, and near end-of-life are shown in ]

Figures 1 through 3, respectively. This information is' sufficient to 1 determine W(z).versus core height for Cycle 4 burnups in the range of 0 j MWD /MTU.to 13500 MWD /MTU through the use of three point interpolation, j Th9 McGuire Unit 2 Cycle 4 elevation dependent W(z) values for base load operation between 80% and 100% of rated thermal power with a +5 1 percent AFD about a measured target value at 150, 6000, and 12500 MWD /MTU Cycle 4 burnups are shown in Figures 4 through 6, respectively.

This.information is sufficient to determine W(z) versus core height for i Cycle 4 burnups in the range of 0 MVD/MTU to 13500 MWD /MTU through the use of-three point interpolation.

W(2) values for RAOC and base load operation were calculated using the method described in Part B of Reference 1.

The minimum allowable power level for base load operation, APL , for McGuire 2 Cycle'4 is 80 percent of rated thermal power.

b The appropriate W(z) function is used to confirm that the heat flux hot channel factor, Fq(z), will be limited to the Technical Specification values of:

(K(z)) f r P > 0.50 and Fq(z) $ 4.64 [K(z)] for P $ 0.50 The appropriate elevation dependent W(z) values, when applied to a power distribution measured under equilibrium conditions, demonstrates that the initial conditions assumed in the 14CA are met, along with the ECCS acceptance criteria of 10CFR50.46.
