Vogtle Electric Generating Plant, Open Item 17:
Training Program We have reviewed your August 14, 1986, response to our request for additional information regarding the issues of training for mitigating core damage and licensed operator training. The mitigating core damage lesson plans are suf-ficient in content to meet the criteria for training for mitigating core damage contained in Enclosure 3 of H. R. Denton's letter of March 28, 1980, (TMI Action Item I.A.2.1).
However, we believe that the proposed 2-day dur-ation of training for mitigating core damage may not be sufficient to permit coverage of all the lesson material and allow for trainee evaluation. Also, simulator training is needed to supplement the classroom training and to inte-grate the mitigating core damage training with emergency procedures, transient and accident analysis training.
The other licensed operator training materials we have reviewed are generally acceptable with several comments. The lesson plans for fuel handling systems and operations training include no reference to industrial and radiation safety in fuel handling operations, control rod storage and installation in the core, or integration of fuel handling operations with control room staff. There ap-pears to be no on-the-job training or practice with fuel handling equipnent.
Lesson plans for training in technical specifications and license cor.ditions appear to be adequate.
In teleconferences on July 28 and 31, 1986, the issues related to instructor qualification and requalification, nonlicensed personnel training, and records of plant personnel training were discussed.
You have not yet submitted FSAR revisions to address these issues.
