YANKEE NUCLEAR POWER STATION - REGULATORY GUIDE 1.97 (REY. 2)

By letters dated April 19 and August 30, 1983, January 19, 1984, October 22, 1985 and September 30, 1986, you provided information regarding the conformance of Yankee with Regulatory Guide.l.97 (Instrumentation for Light-Water-Cooled Nuclear Power Plants To Assess Plant And Environs Conditions During And Following An Accident).

As discussed in the enclosed safety evaluation and in the technical evaluation report (TER) prepared by staff consultants, the staff concludes that you either conform to or have justified deviations from the guidance of Regulatory Guide 1.97 except for the neutron flux variable. It is the staff's position that you should install and make operational instrumentation that meets the requirements of Regulatory Guide 1.97, Revision 2, for this variable. This instrumentation'should be operational at the first schedule outage of sufficient duration, but no later than the startup following the second refueling outage after receipt of this letter. Further, you are requested to inform the Commission, in writing, of any significant change in the estimated completion schedules identified in the staff's evaluation and when the actions have actually been completed.
