Potential Failure of Multiple ECCS Pumps Due to Single Failure of Air-Operated Valve in Minimum Flow Recirculation Line Gentlemen:
Haine Yankee has reviewed system drawings of the recirculation paths for the High Pressure Safety Injection (HPSI), Low Pressure Safety Injection (LPSI), and Containment Spray (CS) pumps for a potential failure of all Emergency Core Cooling System (ECCS) pumps in a system due to a single failure of an air-operated valve in accordance with IE Compliance Pulletin 86-03, Reference (b). The following summarizes our evaluation.
The LPSI and CS pumps both recirculate to the refueling water storage tank through separate locked open manual isolation valves and a common recirculation header. The common header contains two motor operated isolation valves in series and a locked open manual valve.
The two MOVs are normally open and will fail "as is" on loss of power. Maine Yankee has determined that this line is not susceptible to a failure of the type descriped in the subject bulletin.
Flow from each HPSI pump recirculates through separate locked open manual isolation valves and a common header.
The common header contains a motor operated isolation valve and three normally open manual isolation valves. The H0V is normally open and will fail "as is" on loss of power. Maine Yankee has determined that this recirculation line is not susceptible to a failure of the type described in the subject bulletin.
