REQUIREMENTS FOR SAFETY PARAMETER DISPLAY SYSTEM (SPDS) AT TROJAN In your March 28, 1986 memorandum to T. M. Novak, you requested that NRR provide guidance which would delineate conditions which constitute an acceptably installed and operable SPDS, since the guidance provided by IE Temporary Instruction 2515/65 "TMI Action Plan Requirement Follow-up" was not sufficiently detailed with respect to SPDS. Specific requirements regarding Trojan was also requested to support a SPDS inspection of the facility.
NRR developed an inspection checklist for Trojan, but was not transmitted to you since its content was not consistent with your request. However, this check-list was used during the Region V inspection of the Trojan SPDS, and contributed, in part, to the observations of the system as discussed in Inspection Report No. 50-344/86-29. As such, based on a discussion between T. Chan (NRR) and M. Mendonca of your staff, NRR action regarding inspection guidance for Trojan is considered complete.
NRR is continuing its efforts to develop SPDS inspection guidance that would be generically applicable. A copy will be provided to you when it becomes available.
