Status of Fermi-2. Response to Generic Letter 83-28 and Request for Additional Information The purpose of this letter is to inform you of the status of the NRR staff's review of DECO's responses to NRC Generic Letter 83-28, and to request additional information on certain of the task action items applicable to Fermi-2 based on the staff's review of those responses to date.

a. Task Action Item 2.1 - Equipment Classification and Vendor Interface (Reactor Trip System Components)

The staff has reviewed and finds acceptable DECO's response to Task Action Item 2.1 (Part 1). Part 1 of Task Action Item 2.1 required Deco to confirm that all components whose functioning is required to trip the reactor are identified as safety-related on all plant docu-mentation, and in information handling systems that are used to control all activities performed on this safety related equipment. The staff's SER concluding the acceptability of DECO's response, as well as the staff's contractors report (EG&G-NTA-71781 upon which acceptability was concluded in part, is enclosed for your information. With respect to Task Action Item 2.1 (Part 2), DECO's response identified the existence of a program for receiving information from the Fermi-2 NSSS vendor, the General Electric Company (GE). However, DECO's response did not con-firm that the program includes means of feedback by which DECO can assure that it has received all of the technical bulletins and other GE generated technical information applicable to Fermi-2. Deco is accordingly re-quested to provide additional information which verifies that the program in ouestion includes such means of feedback in order that the staff may cerrplete its review of Fermi-2 compliance with Part 2 of Task Action Item 2.1.

b. Task Action Item 2.2 -Equipment Classification and Vendor Interface (Proarams for all Safety-Related Components)

The staff expects to complete its review of DECO's response to Task Action Item 2.2, Sub-items 2.2.1 and 2.2.2 in September 1987. Should additional information be needed by the staff in the interim, Deco will be notified accordingly.

c. Task Action Item 3.1.3-Post Maintenance Testing (Reactor Trip System-Components) and Task Action Item 3.2.3-Post Maintenance Testing (All

'Other Safety-Related Components)

.The only information provided by Deco pertaining to these two items is contained in Deco's . initial respense to Generic Letter 83-28 dated November 3, 1983. In that letter, DECO states for Item 3.1.3 that the Fermi-2 Technical Specifications are still in preparation, and that appropriate changes will be submitted for review if any new requirements are discovered that may degrade safety. Essentially the same response was made with respect to Item 3.2.3. Deco is a accordingly requested to furnish the staff with information, confirming that the review of the. Fermi-2 Technical Specifications for post-maintenance testing re-quirements included in the Technical Specifications of Operating License No. NPF-43, which may degrade rather than enhance safety, is complete.

Deco's response should. address the disposition of those requirements which were found to degrade safety, and if none were found, a statement made to that effect, in response to this request. In responding to this information request, DECO should be aware that these Task Action Items apply only to post-maintenance test requirements and not to routine surveillance test requirements,

d. Task Action Item 4.5-Reactor Trip System Reliability (System Functional Testing)

The staff expects to complete' its review of DECO's responses to Task Action Item 4.5, Sub-items 4.5.2 and 4.5.3 in June 1987. .Should the need for additional-information be required to complete this review in the interim, Deco will be notified accordingly.

It is additionally reouested that Deco advise when we may expect to receive the' additional information relative to Task Action Items 2.1 (Part 2), 3.1.3 and 3.2.3 noted above, within 5 working days after receipt of this letter.

This letter should be helpful to DECO in assessing the NRC staff's review, re-garding-Fermi-2's compliance with Generic Letter 83-28.

c. Task Action Item 3.1.3-Post Maintenance Testing (Reactor Trip System Components) and Task Action Item 3.2.3-Post Maintenance Testing (All Other Safety-Related Components)

The only information provided by DECO pertaining to these two items is contained in Deco's initial response to Generic Letter 83-28 dated November 3, 1983.
