Dear Sir:
On December 1,1986, a conference call regarding our October 25,1985 Appendix 3 exemption request was held. Exemption 2 and Exemption 3 were discussed. This letter documents the conclusions reached in the call.
The staff stated that Appendix 3 does not apply to the valves listed in Exemption 2, Lines Terminating Below Minimum Torus Level. As such, no exemption to Appendix 3 is required. Carolina Power & Light Company (CP&L) will perform testing of these valves in accordance with the provisions of Section XI of the ASME Boiler and Pressure Vessel Code.
With regard to Exemption 3, H /0 Monitor Isolation Valves, the staff agreed to approve 2
2 the exemption provided the Company performs soap bubble testing of the H /02 2
Monitoring System. CP&L will perform soap bubble testing of the H /0 Mon.toring 2 7 i
System at the frequency and pressure specified for type C testing in 10 CFR 50 Appendix J. Soap bubble testing of the affected portions will also be performed af ter maintenance.
