Gentlemen:

This refers to the inspection conducted by Mr. R. Wise and Dr. J. B. Nicholas

of this office during the period October 27-31, 1986, of activities authorized

by NRC Operating License NPF-38 for Waterford Steam Electric Station, Unit 3,

and to the discussion of our findings with Mr. R. P. Barkhurst and other

members of your staff at the conclusion of the inspection.

Areas examined during the inspection included your chemistry / radiochemistry

program and radiochemistry confirmatory measurements. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the NRC inspectors.

The inspection findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified. However, we are concerned with the planned design changes and

modifications regarding your postaccident sampling system. Accordingly, you

are requested to provide to this office, within 30 days of the date of this

letter, information to insure that the new postaccident sampling system will

perform in accordance with the requirements of NUREG-0737. Your response

should include your plans for completion of postaccident operator training and

site acceptance testing.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
