This refers to the Enforcement Conference conducted in the NRC Region IV office on November 10, 1986, with you and other members of your staff.
The Enforcement Conference was held to discuss the findings of the NRC special inspection conducted during the period October 16-23, 1986, and documented in our inspection report dated October 30, 1986.
3 The subjects discussed-at this meeting are described in the enclosed Meeting Summary. Enforcement action, if appropriate, will be addressed in separate correspondence.
It is our opinion that this meeting was beneficial and has provided for a better understanding of the concerns identified during the inspection.
In-aCCordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.

Enforcement Conference Concerning)the NRC Special Inspection Findings (NRCIRNo. 50-458/86-36 On November 10, 1986, representatives of Gulf States Utilities, met in Arlington, Texas, with NRC Region IV personnel to discuss the findings documented in the NRC inspection report dated October 30, 1986. The attendance list is attached as, Appendix A to this summary. The meeting was held at the request of NRC, Region IV.
The NRC presented the concerns from the special inspection, including the initial inadequate unreviewed safety question determination and the subsequent repetition of the error. The licensee discussed subsequent calculations which demonstrated that no equipment damage would have occurred with proper operator action and the upgrade of the program to determine unreviewed safety questions.
