June 8, 1987 Docket No.: 50-245 Mr. Edward J. Mroczka, Senior Vice President Nuclear Engineering and Operations Northeast Nuclear Energy Company  !

Post Office Box 270 Hartford, Connecticut 06141-0270

Dear Mr. Mroczka:

SUBJECT:

EXEMPTION - VALVE MOTOR OPERATORS Your letter dated January 17, 1986 requested, pursuant to 10 CFR 50.12, an exemption from the requirements of 10 CFR 50.49 for 11 valve operators.

Your letter dated March 12, 1987 withdrew the exemption request for two of l these valves following discussions with the staff. The Commission has I issued the enclosed exemption from the requirements of 10 CFR 50.49,  !

" Equipment qualification of electric equipment important to safety for l nuclear plants," for seven of the nine remaining valve motor operators. l 10 CFR 50.49 is intended to ensure that electrical equipment important to l safety will function in the harsh environment during or following a design basis event. The additional qualification of these valves is not necessary to ensure that the necessary systems will function to mitigate a design basis event. The exemption for the one motor operator on the isolation condenser supply line has been denied. The motor operator on the isolation valve between the condenser hotwell and the condensate storage tank was found to be outside the scope of equipment required to be environmentally qualified.

The exemption is being forwarded to the Office of the Federal Register for publication.

A copy of the related Safety Evaluation is enclosed.

Sincerely, Original signed by Dennis M. Crutchfield, Director Division of Reactor Projects III/IV/V and Special Projects Office of Nuclear Reactor Regulation
