On'Ma'y 6-8',1987, the NRC' administered requalification examinations to employ-
ees o f. .- your company who : are licensed to operate the James A. 'FitzPatrick
Nuclear Power" Plant (JAFNPP). The areas examined during this evaluation are
described' in the enclosed NRC Region I Requalification Program' Evaluation -
report. The preliminary findings were discussed' at. the _ exit meeting conducted

on May 8, 1987.

Within the scope of this evaluation, the JAFNPP Requalification Program was
found to be marginal. Examiner Standard . 601' (ES-601, . NUREG-1021) ' establishes
the criteria Jfor' a' . marginal' evaluation for those programs . falling between a-
satisfactory and _ 'unsati sfactory' rating.
We request that you review the
enclosed . report and inform me within 30 days from.' the -date of this letter' of
'
the - planned' corrective actions for your Requalification. Program and the
!
- schedule -for implementing these actions,

A follow-up ' audit wil.1 be scheduled in the future to ensure the-implementation

of effective corrective actions.
The regional staff will' continue to process
' Operator .and Senior Operator license renewal applications if the identified
corrective actions are' implemented in_ conformance .with your established
schedule.
In accordance with 10 CFR 2.790 of the Commissions regulations, a copy of this
. letter and the enclosure will be placed in the NRC Public Document Room.
This request for information.was approved by the Office of Management and Bud-
