lack of. effectiveness of the River Bend Station As low As Reasonably Achievable

(ALARA) program. We will review those corrective actions you have implemented

to improve the ALARA program effectiveness during future inspections.

CAUSE OF THE CONCERN

The

concerns

dealing with

the As Low As Reasonably Achievable

(ALARA)

program as stated by the NRC were

the

result

of

the

- following:

1.

No full-time permanent ALARA Coordinator.

2.

Insufficient manpower assigned to ALARA program.

3.

Procedural

deficiencies that address ALARA reviews.

CORRECTIVE ACTION TAKEN

Actions

taken

since this inspection to address the concerns are

as follows:

1.

A permanent ALARA Coordinator has

been

assigned

since

10/16/86.

2.

A

contractor was

assigned

to

the

ALARA

Section in

l

preparation for the PO4 outage to assist in the Job Plan

Review, Task Scheduling and Dose Tracking during the PO4

'

outage.

3.

RSP-0009, "ALARA Program

Implementation"

was

written

which

superceded previous ALARA procedures and provided

for more detail

in

the

implementation

of

the

ALARA

Program.

4.

PO4

job

plans

where

the

potential

for

significant

radiation

exposure

exists

were

reviewed

and

recommendations

as

appropriate

were

incorporated

in

these job plans prior to work being initiated.

5.

Procedure changes were submitted to

require

review .of

job plans by ALARA during major scheduled outages.

6.

The

ALARA

Committee met and recommendations for mockup

training and special tools were incorporated in the

job

plan for RWCU Heat Exchanger.

A

Modification

Request

(;MR)

has

been

submitted

to

address the ventilation system in containment to

reduce

the spread of airborne radioactive material.

8.

During the PO4 outage, ALARA has trended daily exposures

and provided this information at the planning meetings.

9.

Personnel Contamination Reports are being tracked by the

ALARA Section.

10.

The

backlog

of ALARA Suggestions has been reviewed and

completed.

ALARA

Suggestions

are

currently

being

processed in a timely manner as specified in RSP-0009.

JLs

stated

above,

the

concerns

raised have been addressed and

appropriate changes have been implemented.

The assignment

of

a

full-time

permanent

ALARA

Coordinator

plus

the

additional

manpower assigned has increased the ALARA involvement in the

PO4

outage

and

the

daily activities of the ALARA program are being

implemented.
