SUBJECT: INSPECTION NO. 50-029/86-18
Enclosed is the report of the team inspection conducted by Mr. G. T. Hubbard
and other NRC representatives on October 20-24, 1986, at the Yankee Atomic
Electric Company offices, Framingham, Massachusetts, and the Yankee Rowe
Nuclear Power Plant, Rowe, Massachusetts, of activi. ties authorized by NRC
License DPR-3. The team's findings were discussed with you and members of
your staff at the conclusion of the inspection. The inspection reviewed your
implementation of a program for establishing and maintaining the qualification
of electric equipment within the scope of 10 CFR 50.49. Within these areas, the
inspection consisted of examination of selected procedures and records, inter-
views with personnel, and observations by the inspectors.
The inspection determined that you have implemented a program to meet the
requirements of 10 CFR 50.49 except for the deficiency identified in the
enclosed inspection report. The deficiency, summarized in Appendix A, is
classified as a Potential Enforcement / Unresolved Item (PE/UI) and will be
referred to the NRC Region 1 Office for further action. The ceficiency
involved failure to ensure oualification of internal control wiring in safety-
related Limitorque motor valve operators.
Your corrective action regarding the identified deficiency was reviewed during
the inspection, and found acceptable.

Potential Enforcement / Unresolved Item

As a result of the equipment qualification (EQ) inspection on Qctober 20-24,
1986, the following item has been referred to NRC Region I as a Potential
Enforcement / Unresolved Item (paragraph references are to detailed portions
of the inspection report).
Contrary to paragraphs (f) and (k) of 10 CFR 50.49 and sections 5.2.2 and
5.2.6 of the D0R Guidelines, Yankee Atomic Electric Company (YAEC) failed
to ensure that after the qualification deadline of June 1984 (second
refueling outage after March 31,1982) or after the extended deadline date
(with NRC Staff approved extensions) of November 30, 1985, outside contain-
ment Limitorque motor valve operators required to be qualified at Yankee Rowe
were in an installed condition similar to that in which they were tested in
that YAEC did not have assurance that internal control wiring was either the

same as that tested with the actuators or, if different, that it was qualified
separately. During the inspection, the NRC inspectors determined that
qualified wires were subsequently installed in the outside containment
Limitorque operators.
