Dear Mr. Stewart:

SUBJECT:

RELIEF FROM INSERVICE HYDR 0 STATIC TEST REQUIREMENTS / SERVICE WATER SPRAY SYSTEM-NORTH ANNA POWER STATION, UNITS NO. 1 AND NO. 2 (NA-182)

By letter dated June 13, 1986, Virginia Electric and Power Company requested relief from certain inservice hydrostatic pressure test requirements of the 1980 Edition of Section XI of the ASME Code for NA-182. The requested relief was from the hydrostatic test requirements of B31.1 for the newly-installed service spray and bypass piping system downstream of the spray and bypass isolation valves.

As stated in the enclosed Safety Evaluatica, the relief requested in your June 1986 letter is _hereby granted and that the granting of this relief will not significantly reduce the assurance of NA-182 structural integrity or safety.

For the relief that has been granted, we have determined that the ASME Code Section XI requirements are impractical and that the relief request is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

The request for relief complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commisison's rules and regulations. The Commission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I.

Sincerely, Original Signed by Leon B. Engle, Project Manager PWR Project Directorate #2 Division of PWR Licensing-A
