FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Changes to the Technical Specifications Regarding HPCI/RCIC Operability Requirements (PTS-85-11)

Dear Sir:

This letter provides proposed changes to the Technical Specifications that would delete the requirement that the High Pressure Coolant Injection (HPCI) and Reactor Core Isolation Cooling (RCIC) Systems be operable prior to reactor startup from a cold condition.

The requirement that the HPCI and RCIC Systems be operable whenever reactor pressure exceeds 150 psig and reactor coolant temperature is greater than 212*F ensures that adequate core cooling is available at all times since core spray and low pressure coolant injection provide all required cooling for any plant event with reactor pressure below 150 psig.

In accordance with 10 CFR 50.91, a copy of this application, with attachments is being provided to the designated New York State Official.

In accordance with 10 CFR 170.12, a check in the amount of

$150.00 is enclosed as payment of the application fee for the review of these proposed changes to the Technical Specifications.

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", tog e the r w i th forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
