The enclosure to this letter summarizes a recent allegation involving the safe end replacement program at Browns Ferry Unit 2.
To assure a timely review of issues involved with this allegation, the information in the enclosure was discussed by telephone on November 28, 1986, with Mr. M. J. May, Browns Ferry Licensing Manager.

V DEC 5 196 6 ENCLOSURE ALLEGATION Rll-86-A-0314 On November 26, 1986, a TVA pipefitter alleged that 30 to 50 General Electric Company contract personnel are not qualified to perform the safe end replacement-work on Browns Ferry Unit 2.
He stated that the contractors were hired off the street and have never had any nuclear plant experience.
He also stated that the background checks of these individuals were inadequate.
He stated that TVA people are fully qualified and badged on site, but were not given this job.
The alleger stated that since TVA people were available, this may violate conflict of interest restrictions on contractors.
