Subject: NRC. Inspection Report
This letter refers to the routine inspection conducted by Mr. W. P. Ang of-
this office on May 4-8, 1987, of activities authorized by NRC License No.
DPR-54, and to the discussions of our findings with Mr. R. Croley.and members of
your staff at the conclusion of the inspection on May 8, 1987.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by the inspectors.

Based on the results of this inspection, it appears that one of your

activities ~ was not conducted in full compliance with NRC requirements, as set
'
forth in the Notice of Violation, enclosed herewith as Appendix A.
Your response to this Notice is to be submitted in_accordance with the
provisions of 10 CFR 2.201 as stated in Appendix A,-Notice of Violation.
Your attention is invited to the results of our inspection of your Critical
Manual Valve Maintenance program contained in paragraph 3.A of the attached
inspection report. We identified discrepancies in four of seven valves that
had been inspected and accepted by your Maintenance Department and sampled by
us. We would appreciate your views regarding these results and how they may
reflect on the effectiveness of the maintenance program.
