SUBJECT: 'NRC REVIEW 0F.V0GTLE,1 UNITS 1, READINESS REVIEW MODULE APPENDIX G,.
, MEASURING AND TEST EQUIPMENT (M&TE) - REPORT N0. 50-424/86-80
The NRC has ' completed a ' detailed rev'iew', inspection, and verification of the
subject module which youssubmitted to the NRC on March 11, 1986 and revised
March 31, 1986. Periodic inspections.were conducted at the Vogtle site, and
the resultant findings were discussed with members of your staff at the
- conclusion of these inspections. Technical reviews were conducted primarily in
NRC Bethesda and Region II offices,'and the findings from these reviews have
also been discussed with your staff.
Areas contained in the. module which were reviewed, examined, and verified are
identified in the: enclosed -report. Within these areas, the inspection and
verification consisted of selected examinations of procedures and representa-
tive records, discussions with personnel, observations of activities in
progress, inspection of a sample representing critical ~ elements' of hardware
included in the M&TE program and review of your licensing commitments.
The results of Module Appendix G reviews and inspections are summarized into
the categories of acceptable, conditionally acceptable, and/or unacceptable.
Your attention is invited to these matters which will be pursued during future
licensing reviews and inspections.
Based upon the NRC review and inspection of those activities identified in the
module,-we:have determined that control of M&TE at Vogtle, Unit 1 is acceptable
and-complies with applicable regulatory requirements with the exception of
-those. items or areas identified-below as conditionally acceptable and/or
unacceptable. This decision was based upon information currently available to
the inspectors and reviewers. Should information subsequently become available
which was not considered during this review or which conflicts with earlier
information, it will be evaluated to determine what effects it may have on the
above conclusion.
