We have evaluated your responses and note that you have presented several
plant organizational changes which will generically ensure that short-term
corrective actions on equipment will be adequate, although the actual program
may not be implemented until December 31, 1986.
Based on the recent and similar inspection findings identified in Inspection
Report Nos. 50-327,328/86-37, we are unable to accept your corrective action
until a detailed description of your program to ensure adequate short-term
corrective actions regarding repeated instrumentation deficiencies is provided
to us.

This request was discussed during .a telephone call between Mr. G. Kirk of your
staff and Mr. B. Debs of the NRC Region II staff on September 12, 1986. During
that conversation, TVA committed to provide the aforementioned detailed program
description in a supplemental response by October 3, 1986.
