Dear Mr. Martin:

The Sacramento Municipal Utility District hereby submits Special Report No. 87-09 in accordance with Technical Specifications, Section 3.14 and 6.9.5.E.

1 During Cold Shutdown conditions on April 15, 1987, the following I fire protection sub-systems were declared inoperable:

1) Fire' Zone 110 Fire Detection Firo Zone 110 covers the auxiliary feedwater pump area.

Fire Zone 110 detections showed a trouble light on alarm panel H4FCP8. The detection system vas subsequently declared inoperable. When Fire Detection in Fire Zone 110 is inoperable, the fire water suppression in Fire Zone 110 is also inoperable by definition.

The fire detection in this zone remained out-of-service for greater than the fourteen days specified in Technical Specification Section 3.14.1.

to repair the detection system. That work request was  !

completed by June 10, 1987,'at which time the'sub-system listed above will be returned to service.

2) ~ Fire Zone 110 Water Suppression This sprinkle sub-system was out-of-service for greater than the 14 days specified in Technical Specification Section'3.14.2.

The return to service of this subsystem is a' function of the work request to repair the detection sub-system above.

3) Fire Zone 77 Carbon Dioxide Suppression Fire Zone 77 covers the Nuclear Services Electrical Building "B" Switchgear room, the "BB2" Batt'ery Room, and the "BD2" Battery Room.

This suppression sub-systems was out-of-service for greater than the 14 days specified in Technical Specification Section 3.14.3.

Fire Zone 77 was placed under " clearance" because door  !

NS238, which is the entry to Fire Zone 77, will not latch properly. The clearance was issued for personnel safety purposes until the door can be repaired.

Work Request No. 130187 was written to repair the door.

That work request is scheduled to be completed and the sub-system listed above returned to service by June 29, 1987.
