' NOTICE OF VIOLATION The Cleveland Electric License No. NPF-58.
' Illuminating Company As a result of the inspection' conducted on April 29-30 and May 1,1987, and in accordance-with the " General Policy and Procedures for NRC Enforcement Actions,".10 CFR Part 2, Appendix'C (1985), the following violation was-identified:-
10 CFR 50,. Appendix B, Criterion'.III, as implemented by the Cleveland Electric-
-Illuminating. Company FSAR Chapter 17, Paragraph 17.2.3 requires that the design control measures shall provide for verifying or checking the adequacy of design;
.such as.by the performance of design reviews.
Contrary.to the above, -a design-rev.iew performed.by the Architect / Engineer
'did not verify the adequacy'of the design including' output documents such as. applicable drawings.. The reviewer made the assumption,' based on a misinterpretation of the-design' input information, that the required pipe rupture supports / restraints.had been installed in the plant when in' fact some of the pipe supports / restraints were not.
This is a Severity Level V violation (Supplement I).
The inspection showed that action had been taken to correct the identified violation-and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
