Dear Mr. Chairman:

This letter is in response to your November 20, and December 3,1986, letters in which you request that the Nuclear Regulatory Commission (NRC) staff and its consultant, Brookhaven National Laboratory (BNL), cease work on the Seabrook Station Probabilistic Safety Assessment Update (SSPSA).

The Commission is aware of the concerns of the citizens of New Hampshire and Massachusetts regarding the Seabrook Nuclear Power Station. The staff and its contractor are completing the various tasks associated with assessing the SSPSA. The review is being done in the interest of public health and safety.

The staff considers it appropriate to review the Seabrook submittal to obtain a better perspective of risk at Seabrook since the SSPSA provides additional plant specific information regarding containment design and accident sequences which have the potential for bypassing containment. Additionally, the staff believes the update identifies design features which might reduce the radiological consequences resulting from intersystem loss of coolant accidents.

Therefore, I believe that continuing work on the study best serves the interests of safety.

Public Service Company of New Hampshire has informed the staff by letter dated November 24, 1986, that it plans to " file a reauest related to emergency planning process options prior to the end of 1986." Any action ultimately taken by the staff will, of course, depend on the specifics of the applicant's request.

Commissioner Asselstine is on official travel and will provide you with his separate' views upon his return.
