Dear Sir:

1 By letters dated February 29, May 29, June 18 and June 27, 1984, Duke Power Company (Duke) requested exemptions to the requirements of 10 CFR 50, Appendix A, General Design Criteria (GDC)-4 for the pressurizer surge line, accumulator line and RHR j

line breaks.

By letters dated October 8 and 22, 1986 and May 28, 1987, NRC Staff requested additional information in order to complete their review of the above referenced requests.

Since the original relief requests were not approved prior to.the startup of both Catawba units, much of the cost savings have been lost. Due to the significant effort that would be required to review and update the previous analyses, expand' i

the scope of the original request to include Catawba Unit I and to respond to the Staff's Requests for Additional Information, we have concluded that further pursuit of the requested relief would not be cost beneficial at'this time.

It is therefore requested that the NRC suspend any further review of the referenced requests.
