Dear Mr. Zech and Commissioners:
The North Carolina Emergency Response Plan in support of the Sheamn Harris Nuclear Ibu er Plant states that "the public can best be protected when the response by all parties is fully integrated, especially at the State and local levels."
To this end, we enclose signatures of 40 clergymen, representing diverse congregations in Durham,

asking that Durham be included in the overall evacuation plan for the Shearon Harris nuclear plant.
After the accident at Chernobyl, people were evacuated from areas up to 70 miles from the Soviet plant. Common sense dictates that major population centers such as Durham and Raleigh, just 20 miles from Shearon Harris, be included in emergency planning. Testing and operation of the plant should be postponed until a more comprehensive, wide-scale evacuation plan can be developed.
Furthermore, a full-scale practice drill of the new evacuation plan should be a minimum requirement before any license is granted. Conducting a drill after operation has begun may be too late; the accident at Three Mile Island occurred when that reactor had been operating just three months.
Your decision will affect the health and well-being of many thousands of people, and it may make the difference between life and death. We call on you to protect us.
