SUPPLEMENT TO REQUEST FOR LICENSE AMENDMENT j DIESEL GENERATOR OPERABILITY

Dear Sir:

On June 28,1985, Carolina Power & Light Company requested a revision to the Technical i Specifications (TS) for the Brunswick Steam Electric Plant, Unit Nos. I and 2. The proposed revision affected the Action Statements of TS Section 3.8.1.1 relative to diesel generator surveillance testing. During the course of internal review of this request, the Company determined that a clarification of the footnote associated with Action Statement b of TS Section 3.8.1.1 is required.

The footnote to Action Statement b states that a diesel generator shall be considered inoperable until the diesel satisfies the requirements of Surveillance Requirement 4.8.1.1.2. Reference to Surveillance Requirement 4.8.1.1.2 was made in an attempt to incorporate the guidance provided in the example TS enclosed with Generic Letter 84-15. Evoking Surveillance Requirement 4.8.1.1.2 encompasses the 18-month diesel generator surveillance requirements which are well beyond the intent of the generic letter. Therefore, the footnote is being revised to specify Surveillance Requirements 4.8.1.1.2.a.4 and 4.8.1.1.2.a.5. Thus, an inoperable diesel must be started within 10 seconds, synchronized, loaded to at least 1750 kw, and operated for at least 15 minutes before declaring it operable. This more closely conforms with guidance of j the sample TS provided with Generic Letter 84-15.
