SUBJECT:

ACCEPTANCE FOR REFERENCING 0F A SPECIAL LICENSING REPORT The Nuclear Regulatory Commission (NRC) staff has corrpleted its review of the Special Report JHT/86-011A, " Creep Collapse Analysis for B&W Fuel," dated January 31, 1986.

The staff finds the report to be acceptable for referencing in license appli-cations to the extent specified and under the limitations delineated in the report and the associated NRC evaluation, which is enclosed. The evaluation defines the basis for acceptance of the report.

The staff does not intend to repeat the review of the matters described in the report and found acceptable when the report appears as a reference in license applications, except to assure-that the material presented is applicable to the specific plant involved. The staff's acceptance applies only to the matters described in the report.

Should the staff's criteria or regulations change such that its conclusions as to the acceptability of the report are invalidated, B&W and the applicants referencing the special report will be expected to revise and resubmit their respective documentation, or submit justification for the continued effective applicability of the special report without revision of their respective documentation.

Since this special report is basically a letter report, it will not be necessary for B&W to reissue the report with our acceptance letter and evaluation enclosed.
