SHIFT TECHNICAL ADVISOR PROGRAM

Dear Sir:

By letter dated December 31,1980 (Serial No. NO-80-1945), Carolina Power & Light Company (CP&L) provided a description of the Brunswick Shift Technical Advisor (STA)

Program. This program was approved by the NRC staff in a letter dated January 18, 1982. By letter dated September 3,1985 (Serial No. NLS-85-300), CP&L submitted an addendum to that program stating its intent to increase the Brunswick STA staff from six STAS and one supervisor to nine STAS and one supervisor.

As indicated in the September 3,1985 letter, the purpose of upgrading the STA staff was to compensate for higher than expected attrition rates and to allow additional retraining of the existing staff. To accomplish its goals, the Company found it necessary to use contract engineers to temporarily augment the staffing requirements. Use of contract employees was intended to be an interim measure with training of CP&L employees expected to be completed by June 1986.

Carolina Power & Light Company continues to upgrade its STA Program. However, it has not been possible to meet the June 1986 goal. Shift Technical Advisor candidates j

continue to be trained with the intention of filling all STA positions with CP&L employees. Until this goal is achieved, the Company will continue to use contract engineers with credentials and training as previously identified which fulfill the requirement specified in NUREG-0737 to augment the STA Program.
