Confirmatory Issue No. 56 - Intraplant Communication Systems
Dear Sir:
In a July 28, 1986 meeting, New Hampshire Yankee (NHY) notified the Staf f that a test had been successfully performed to demonstrate radio communication between safe shutdown locations without reliance on the repeater / antenna system. Subsequently, in Supplement No. 6 to Seabrook's Safety Evaluation Report (SER), the Staff indicated that this test does not completely satisfy the inpent of the original SER requirement.
As a result, NHY has performed additional tests. Using the results of these tests, a matrix was developed which identifies relaying loca-tions (without reliance on the repeater antenna) for communication between either the Control Room or the Train A or Train B safe shutdown panels and all safety-related areas of the Station, excluding Containment. The matrix has been included in appropriate information guidelines for emergency re-sponse personnel.
I None of Seabrook Station's operating procedures require communications beyond the safe shutdown panels to mitigate the consequences of an accident and to safely shut down the plant.
Should it ever become desirable to use relaying to communicate to other areas of the Station, the minimum shif t i
staf fing could be supplemented by of f-shif t personnel. Since communication is not required to implement emergency operating procedures, the timing for additional staffing is not critical.
