IMPLEMENTATION OF REVISED GDC-4 j:

, e - Amendment 61 to the FSAR for the Comanche Peak Steam Electric Station (CPSES) provides for the implementation of the revised General Design Criterion-4 (GDC-4) in accordance with the limited-scope final rule of April 11, 1986 (51 Federal Register 12502). The-staff, in Amendment 8 L

to the Construction Permit for CPSES Unit I dated October 26. 1984, approved a partial exemption from GDC-4 to not install jet impingement shields for protection against postulated primary coolant pipe breaks.

These dynamic loading effects include pipe whip and jet impingement.

Since the technical justification had been reviewed and approved pre-viously by the staff in granting the partial exemption, the staff con-siders the justification associated with that exemption to be adequate also for demonstrating compliance with the revised GDC-4.

FSAR Amendment 61 includes modified design bases for both CPSES Units 1 and 2 to eliminate all dynamic effects associated with eight postulated Aj s -

primary loop breaks-(per loop) in both units. Accordingly, the staff has it determined that TU Electric has. demonstrated that the respective jet impingement shields, pipe whip restraints, and reactor cavity non-crushable insulation are no longer needed.

We have completed our evaluation of this issue and find the TU Electric design changes related to the implementation of the revised GDC-4 as des-cribed in FSAR Amendment 61' acceptable. Enclosed is our safety evaluation.
