Physical Security of Special Nuclear Materials Docket 70-25

Dear Mr. Martin:

The physical security of special nuclear materials used at the Rock-well International Hot Laboratory under Special Nuclear Material License SNM-21 is provided as described in ESG-80-17

" Physical Secur-ity Plan for the Protection of Moderate Strategic Quantities of Special Nuclear Material at the Hot Laboratories of the Energy Systems Group of Rockwell International."

During the security inspection conducted May 20-22, 1987, by Arthur McQueen of your staff, it was noted that our control system for employee identification badges had been modified to strengthen the control and accountability of the badges. However, the security plan had not been revised to describe the changes in the control system, and no report had been made to your office as required in Sec-tion 70.32(e) of 10 CFR 70.

Consequently, the security plan has been revised to describe accurate-ly the identification badge control system currently in use. The change in the security plan is described on revised Pages 14 and 15 of i

ESG-80-17.

The revisions have been indicated by vertical black bars on the right-hand margin of the pages.

Five copies of the revised pages are enclosed for your information. Since the revision to the security plan included here does not include changes which result in a decrease in the effectiveness of our special nuclear material security ram, we are reporting them in this letter and in the revised pages co r
