- WASHINGTON AREA LICENSING REPRESENTATIVE In a letter dated April 15. 1987, you designated Mr. Fred Stetson of'NUS as the Washington area SMUD Licensing Representative. In the past, we have interfaced with local licensing representatives from other utilities and, based on that experience, we feel that Mr. Stetson can be effective in expediting the large number of interactions between SMUD and the NRC staff during the ongoing Rancho Seco restart effort.

To ensure that we continue to maintain centralized control of the restart proceedings as well as ensuring proper regulatory oversight of all licensing issues, we would like to. establish the following protocol for Mr. Stetson's interface with the NRC staff. All contacts with the staff must be coordinated through the NRC project manager assigned to Rancho Seco. . Contacts with the staff include face-to-face meetings, telecons, and document transfers.

Whenever possible, meetings should be scheduled at least'one week in advance to allow sufficient time for releasing the-schedule to the general public.-
