DAILY HIGHLIGHT Byron, Units 1 and 2 On December 4, 1986, a Notice of Consideration of Amendment and Opportunity for Prior Hearing was sent to the FEDERAL REGISTER concerning the Byron spent fuel pool rerack amendment request. Comonwealth Edison's request, dated September 3,1986, contained an evaluation of significant hazards considerations similar to that done for the Diablo Canyon rerack amendment. As a result of the September 11, 1986 U.S. Court of Appeals opinion regarding the Diablo Canyon rerack amendment, Comonwealth Edison was asked to expand its evaluation of significant hazards considerations.
On November 7, 1986 a more detailed determination of no significant hazards considerations was provided. However, the OGC recommendation was that this submittal was still lacking in providing a basis for a no significant hazards consideration. Therefore, the Notice sent to the FEDERAL REGISTER does not address significant hazards considerations.
This approach is similar to that recently done for a Palisades rerack amendment.
Commonwealth Edison plans to begin reracking early in January 1987 so that much of the effort can be completed while the pool is dry. The first refueling outage at Byron 1 is scheduled for February 15, 1987. Commonwealth Edison supports the approach taken in the Notice, g2]ggggyg8js4 Leonard N.
