TRANSMITTAL OF TECHNICAL EVALUATION REPORT (TER) AND REQUEST FOR ADDITIONAL INFORMATION FOR ARKANSAS 1 AND 2 (TACS 56100 and 56101)

You are requested to transmit the attached TER to the licensee for Arkansas 1 and 2. The TER was prepared by SAIC and addresses the Detailed Control Room Design Review Evaluations, Phase III-IV.

The licensee is requested to provide additional information for those items in the TER described as inadequate, not satisfactory, unacceptable or without a schedule. Most of these items were discussed with the licensee during a presentation at NRC on August 7, 1986. Many of the licensee's responses were found to be satisfactory, however, documentation regarding the resolution of these issues is required. The licensee's response should address the following items:

  • the basis for not correcting those HED's identified by SAIC and rejected by the licensee t
  • the schedule for completion of all safety significant HED's f
  • the basis for continued plant operation in the presence of identified and uncorrected safety significant HED's l

Upon receipt of the response to the staff's request for additional infonnation, an SER, based on the SAIC TER and the licensee's response, will be issued for the DCRDR in approximately two-months. The licensee's response should include the text of the August 7, 1986 presentation. Copies of the viewgraphs supplemented with text as necessary, should be included.

-j[ not strictly in agreement with the guidance contained in NUREGS-0700, -0737 and -0801. The resolution of these HED's should address the considerations that were used such as color matrix conflicts and surface enhancement. Also, the licensee should notify the staff when the Arkansas 2 ESS panel has been painted so it can be evaluated for acceptability. ,

The requested information should be provided within 30-days of receipt of the TER and should be complete such that additional RAI's will not be required.
