HIGHLIGHTS OF WEEXLY INFORMATION REPORT WEEK ENDING JUNE 5, 1987.-

e South Texas Project On June 1, 1987, the Government Accountability Project (GAP) submitted a motion and a petition related to the South Texas Project. The motion is related to the subpoena issued by the NRC staff to Ms._ Billie P. Garde, and requests the Commission to quash the subpoena.

The motion also requests the opportunity for an oral argument.

The petition purports to be pursuant to 10 CFR 2.206, and requests establishment of "an independent investigative unit or special projects review team to deal with the allegations concerning the STNP." However, the petition requests that the effort should not be in any way " reviewed or in control of Mr.~ Stello or i

his staff."

Shoreham l

On May 31, 1987, the Long Island Lighting Company, licensee for Shoreham, declared a Stage 1 Power Alert because of the heat wave at Long Island (L.I.).

Stage 1 of the Alert consists of contacting the major contracted customers to t

request conservation and cutback. At 10:30 a.m., June 1, 1987. LILCO initiated the shutdown of Shoreham to conserve power (Shoreham was being operated at about 4.5% power for low-power testing: The reactor was subcritical at 2:00.p.m., June 1, 1987.

Because the actual temperature and humidity at L.I. were below the forecast, LILCO decided to terminate the shutdown of Shoreham at 3:00 p.m., June 1,1987 and the reactor was again critical. The Power Alert was lifted at 8 p.m...

June 1, 1987.

Grand Gulf, Unit 1 Grand Gulf Unit I surpassed the record of domestic GE BWRS On Mey 27, 1987, for continuous operations during the second fuel cycle. The previous record Grand Gulf has ' operated between of 138 days was held by Susquehanna Unit 1.

80% and 100% since January 9, 1987, depending on load demand.

NUREG-1150 Management Meeting RES staff responsible for the completion of NUREG-1150 met on May 26-27 with their principal contractors. The primary topic was an_ update on the Sandia detailed plans for completing their core damage frequency and risk analyses.

With the publication date of final NUREG-1150 set for July 31, 1988, it appeared that present schedules would permit completion of the present scopes of work. However, anticipating the possibility of slips in these schedules (e.g. due to staff loadings), alternatives were discussed for reducing the scope of work. Slippage of the LaSalle risk analysis (with publication as a

" draft for coment" in the same time frame as the publication of final NUREG-1150) was set as the first possible scope reduction.

OFFICE OF NUCLEAR REACTOR REGULATION ITEMS OF INTEREST Week Ending June 5, 1987 1.

Grand Gulf, Unit 1 On May 27, 1987 Grand Gulf Unit 1 surpassed the record of domestic GE BWRS for continuous operations during the second fuel cycle. The previous record of 138 days was held by Susquehanna Unit 1.

Grand Gulf has operated between 80% and 100% since January 9, 1987, depending on load demand.

Beaver Valley Unit 2 On May 28, 1987, the staff issued a low-power license (5% of full power) to Beaver Valley Unit 2.

The license contains an exemption to GDC 4 for certain piping connected to the primary coolant system. Using leak-before-break technology, the piping is exempted from the requirement to install pipe whip restraints.

Vogtle Unit i Vogtle Unit I received a low power license on January 16, 1987, and a full power license on March 16, 1987. On May 31, 1987, the plant completed its 100 hour0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> warranty run, and was declared commercial the same day.

South Texas 1 and 2 On May 29, 1987, a motion was submitted by Citizens Concerned About Nuclear Power, Inc., (CCANP) to reopen the record of the South Texas Project licensing hearings to determine whether there is reason to alter the conclusions reached by the Atomic Safety and Licensing Board (ASLB) in this proceeding on the basis of evidence of undue influence exercised over NRC personnel by their management.

CCANP evidence is based on testimony presented in hearings before the Senate Committee on Government Affairs.

Perry Unit 1 On May 29, 1987, the staff approved an emergency change to the Perry Technical Specifications to raise the steam tunnel and turbine building main steam line high termperature trip setpoints. The increased power levelt attained in the power ascension test program coupled with the unseasonably warm outside air ambient temperatures resulted in local temperatures which would exceed the trip setpoints.

Failure of temporary ventilation lineups the licensee had installed to mitigate the problem forced the Ifcensee to reduce power to 19% of rated power to avoid reaching the trip setpoints.

The staff provided verbal authorization for this change on Friday, May 29, 1987, after obtaining Region III concurrence and making 2

reasonable attempts to centact the State of Ohio. This is similar to an amendment issued in the summer of 1986 for the River Bend Nuclear Station.

Maine Yankee On May 29, 1987, #1 tion at approximately 6:20 a.m. using an emergency feedwater pumpsteam genera At approximately 8:30 a.m., the licensee discovered that the pressure transmitters on steam generator #1 were isolated. When the pressure trans-mitters were unisolated they read 565 psig. The preliminary estimate for the peak pressure was approximately 750 psig. The water temperature at the shell was estimated to be close to ambient-(80 degrees F).

Technical Specifications require that when steam generator temperature is below the minimum pressurization temperature of 100 degrees F, the maximum i

secondary side pressure is 230 psig. The basis for this limitation is nil ductility transition of the steam generator outer shell material.

On the morning of June 2,1987, Maine Yankee personnel informed P. Sears (Maine Yankee Project Manager) that an engineering evaluation was done by Maine Yankee, Yankee Atomic, and Combustion Engineering. That evaluation, accodring to Maine Yankee personnel, shows that the steam generator and associated piping could withstand full design pressure at 70 degrees F and up to design temperature.

Main Yankee has just finished refueling and is scheduled to go critical June 5,1987 and be back on line June 12, 1987.

Millstone Unit 2 On June 2, 1987, the staff amended the operating license for Millstone Unit 2, to permit a demonstration of spent fuel consolidation. During the demonstration, ten (10) spent fuel assemblies will be consolidated into five (5) canisters which will be placed in the spent fuel storage racks. The staff is still considering the licensee's request for unrestricted use of the spent fuel consolidation process.

l OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest i

Week Ending June 5, 1987 Transnuclear, Inc.

On June 2, 1987, a representative of the Fuel Cycle Safety Branch visited the Transnuclear, Inc., site in Aiken, South Carolina, to discuss additional infor-mation needed for the licensing review.

Transnuclear, Inc., has a new license application pending for storage of UF cylinders containing SNM heels.

6 West Valley Supernatant Treatment Systems The Supernatant Treatment System at the West Valley Demonstration Project is 99 percent completed.

This system will process the liquid high-level wastes stored in tanks at West Valley in preparation for vitrification.

The system start-up is scheduled for November 1987.

West Valley tawsuit The Department of Ener0y (00E) and the Coalition on West Valley Nuclear Wastes have reached an out-of-court settlement on their lawsuit.

One condition in the settlement is that DOE will seek a determination from the NRC as to whether wastes containing transuranic radionuclides in concentrations greater than 10 nanocuries per gram, but less than or equal to 100 nanocuries per gram, are transuranic or low-level wastes.

00E also will prepare an Environmental Impact Statement (EIS) that addresses the disposal of Class B and C wastes, and pos-sibly Class A wastes.

The settlement stipulates that in lieu of undertaking preparation of an EIS for Class A wastes, 00E has the right to:

dispose of Class A wastes at a site other than West Valley; or seek and obtain NRC review and approval of any proposed disposal method for disposal of Class A wastes at West Valley.

Wellhead Protection Programs On June 1, 1987, LLWM staff participated in a meeting of the Environmental Pro-tection Agency's (EPA) Interagency Groundwater Protection Committee to dis. cuss guidance on Wellhead Protection Programs.

Under the Safe Drinking Water Act Amendments of 1986, States are required to develop and submit to EPA, by June 1989, a program designed to protect public water supply we11 head areas from l

contaminants that may have any adverse effect on the health of persons.

The i

guidance directs States to " work with Federal agencies that manage public water supplies or land in a wellhead protection area or are responsible for regulating, managing, or providing advice on potential sources of contamination..." Thus, l

NRC Regional Offices may anticipate questions from EPA, State and local entities about NRC-licensed facilities as they develop Wellhead Protection Programs.

The meeting participants concluded that EPA's guidance responded to concerns previously expressed by Federal agencies and States in workshops and meetings on Wellhead Protection Programs.

1 Joint Meeting of the Advisory Committee on Water Data for Public use and the Interagency Advisory Committee on Water Data On May 19-21, LLWM staff participated in the Joint Meeting of the Advisory i

Committee on Water Data for Public Use (non-Federal committee) and the Inter-agency Advisory Committee on Water Data (Federal committee). Mr. Dallas Peck, Director of the U.S. Geological Survey, chaired the meeting of representatives j

from Federal agencies involved in water data acquisition and use, as well as representatives from States, universities, professional societies, and trade organizations.

The meeting focused on assessing the effectiveness of existing State and Federal programs for water quality monitoring.

Participants pro-vided status reports on current water quality monitoring programs and developed detailed recommendations for improving water quality information.

BNL Computer Code for Analysis of High Integrity Containers LLWM has funded BNL to develop a computer code to be used by NRC in performing structural analysis of high integrity container (HIC) designs.

This code is l

presently loaded into the VAX system located in BNL, and can be used to identify instabilities that exist in proposed container designs and designs that are currently being used by the industry.

However, as of June 3, 1987, the NRC i

no longer has direct access to the code due to transfer of the computer link-up from BNL to INEL and NIH.

As a result, LLWM will not have the capability of identifying instabilities and deficiencies in these container designs for at least one to two months - the minimum time required to transfer the code from BNL to the new systems.

In addition, any future modifications made to the code by BNL will require significant effort to transfer to the new systems.

This situation will have an adverse impact on our ability to complete the review of topical reports submitted on high density polyethylene HICs.

Hanford Facility LLWM staff, as well as representatives from the Environmental Protection Agency and the State of Washington, attended a presentation on the Closure and Perpetual Care and Maintenance of the Hanford LLW disposal facility.

The presentation was made by A.T. Kearney, Inc., who have been contracted by the State of Washington to conduct a study of the technical requirements, design elements, and necessary activities required for adequate closure, post-closure, and long-term care of the Hanford facility.

State, local and Indian Tribe programs Weekly Highlights - June 5, 1987 IAEA Advisory Group Meeting On May 25-29, 1987 Sheldon Schwartz, Deputy Director, SLITP participated in an Advisory Group at the IAEA. The purpose of the Advisory Group was to provide recommendations to the IAEA on how to implement their responsibilities detailed in the Conventions on Early Notification and Mutual Assistance. Nine countries i

and four international organizations participated. The group prepared a draf t report which will be circulated among the participants prior to publication and submittal to the Board of Governors for action.

Mill Tailings Workshop John F. Kendig. SLITP participated in the Mill Tailings Workshop on reclamation and stabilization held by URF0 in Denver, June 2, and 3, 1987.

SLITP sponsored the attendance of representatives from agreement and non agreement States involved in regulating reclamation. NRC and agreement State licensees also attended.

i Annual All Agreement State Meeting Arrangements have been made to hold the annual all agreement State meeting in Louisville Kentucky October 7, 8, and 9, 1987, to commemorate the 25th anniversary of the first agreement State-Kentucky. The State is assisting in the arrangements.

Hazardous and Nuclear Materials Transportation Meeting Gary Sanborn, Region IV State Liaison Officer participated in a meeting on May 29, 1987, in Salt Lake City, Utah, concerning iazardous and nuclear materials transportation. The meeting was sponsored by Mayor Palmer DePaulis and highlighted a spent fuel shipment accident requiring emergency response and regulatory programs at the Federal and State levels for spent fuel shipment.

The meeting was attended by Federal State and local officials.

l On June 1,1987, the Incident Response Branch (IRB) staff met with representa-tives of the State Department to discuss lessons learned from the Federal Field Exercise (FFE). Solutions were agreed to for improving coordination and information flow.

Director of the Office of Administration and Resource Management to discuss administrative and logistical support and problem resolution for the Operations l

Center.

Progress is being made on the problem area identified.

f On June 2, 1987, the IRB staff met again with an Interagency Task Group to l

develop an Interagency Mail System for the FFE.

This system, developed by NRC staff, will be used by multiple agencies in the FFE.

On June 3,1987 Chief. IRB and staff participated in a meeting of the Federal Radiological Pre)aredness Coordinating Committee (FRPCC) Subcomittee on Federal Response. The C1ernobyl report to the full committee was distributed for final review and comment.

On June 5,1987, the Director, AE00, Chief, IRB and staff met with a 4-member team from Taiwan headed by Mr. C. C. Tong, Head of the Division of Planning, Taiwan Atomic Energy Council and gave the team a briefing and tour of the Operations Center and discuss emergency preparedness. Other subjects that were discussed included: guidance to Taiwan on establishing offsite emergency preparedness programs, establishment of a schedule to test communication linkages

)ctween their Incident Response Center and NRC's, and reference material for NRC in the event that Taiwan were to call NRC Operations Center for assistance.

l The Fiscal Year 1985 Annual Federal Performance Report on Executive Agency l

Actions to assist Historically Black Colleges and Universities (HBCUs) was released by the Executive Director, White House Initiative on HBCUs.

l Twenty seven designated Federal agencies and departments obligated a total of $629.6 million in FY 1985, an increase of $84.7 million over the base t

l year 1981, and exceeded FY 1984 by $8.9 million. NRC was one of sixteen agencies that exceeded the amount of FY 1984 obligations to HBCUs. The top three agencies in support of the HBCU Program were AID. The 0 apartment of Agriculture, and the U.S. Nuclear Regulatory Commission, which exceeded its FY 1984 obligations by 370.2%. Seven HBCU awards were made for recruitment purposes. They were Howard University, Tennessee State University, Southern University Florida A&M University, Tuskegee University, Prairie View A&M University, and Atlanta University. One of the NRCs largest contractors Battelle Pacific Northwest Laboratory, agreed to assist HBCUs by providing sumer employment to students--four such students were so employed in 1985.

In FY 1985, the HBCU Program at NRC was administered by the Office of Small and Disadvantaged Business Utilization and Civil Rights.

An Order Imposing a Civil Penalty in the amount of $2,500 was issued June 1, 1987 to Mercy Hos71tal Port Huron, Michigan.

This action was based on health physics violations which included (1) failure to perforn, bioassays af ter administration of iodine-131 to patients (2) failure to perform constancy and linearity tests of instrumentation. (3) failure to measure air flow rates in rooms used for storage of xenon-133, and (4) failure to issue dosimetry to nurses involved with brachytherapy patients.
