SUBJECT:
CLEVELANDELECTRICILLUMINATINGCOMPANY(CEI),'PERRYUNIT1 STATUS OF PREPAREDNESS FOR LICENSING This memorandum is forwarded in accordance with IE MC 94300 to provide you information on the preparedness for licensing of Perry Unit 1. Enclosures 1 through 4 include those items requiring inspection and resolution before Region III can make a recommendation for licensing. The categories used are consistent with those used by the applicant. Cleveland Electric Illuminating estimates a fuel load date of December 1985. Please note in Enclosure 2 the high number of licensee identified deficiencies remaining to be completed both prior to and following fuel load. We believe the number of items should be reduced to a manageable level before a fuel load license is issued.
Region III considers January 1986 as a realistic time frame for a licensing .
decision, contingent upon satisfactory resolution of the issues presented in the enclosures to this memo.
