Dear Mr. Schnell:

The staff has completed its review of your emergency relief request associated with the Inservice Testing Program, dated May 28, 1987. The request concerned four check valves on the residual heat removal (RHR) injection lines to the hot leg connections.

In accordance with Technical Specification 4.0.5, written relief may be granted by the Commission purs .:nt to 10 CFR 50.55a(g)(6)(i). Our review has determined that the granting o, the relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration +o the burden upcn the licensee that could result if the requirements were imposed on the facility.

Therefore, RHR check valves designated 88-89498, BB-8949C, EJ-8841A and EJ-8841B will be tested at the next refueling outage currently scheduled for September 1987 or the next cold shutdown of sufficient duration, whichever comes first.

The one-time relief requested for the affected four valves is granted. A copy of the related safety evaluation is enclosed.
